A "Mikuji" is a strip of paper traditionally used to read fortunes on New Year's. If the fortune is bad, the luck can be avoided by tying it to a tree (hence the many mikuji tied to the cherry tree in episode 90).

She can attack someone and grip them at the wrists and lose her hands and regenerate a new pair. The old hands act as handcuffs for her victims. She also does this to Usagi and grips her henshin locket in her mouth, leaving a face behind that stops the ginzuishou from functioning, leaving her to de-transform.
(Seed Pod Attack)
She uses this to attack Ami, Makoto, and Minako as they are about to transform. The seeds fly out and then split into rope-like tendrils which wrap around the girls and several trees, tying them up.
