History:
First Sailormoon Manga Series (for convenience sake)
Introduced as the Shrine maiden Psychic girl, we see Rei as a quiet and well behaved person. She doesn't have a temper, but she is graceful, quiet, and very spiritual, and in my personal opinion one of the most beautiful recycled character designs that you see from Takeuchi-sensei. (the other common one being Ami's)
As a Sailor soldier she is often a little reckless and bold. She and Usagi fight a little bit in this series, but not as much as in the anime. (which I will cover after the manga). Also we get to see Grandpa in the background.
Black Moon Manga Series (for convenience sake)
The idea of psychic powers is expanded. This is the only power of the inner senshi's that is occult and kept, mainly for the theme of fire. However, Rei being captured very early, you don't get to learn that much more about her as you do with the others, but this too is expanded.
Infinity Manga (for convenience sake)
In the main part of the series, it's true that she didn't get developed with the other characters, but in this series, volume 11, you get to see her fall in love with a man that looks a lot like Jadeite. (which makes you wonder if Takeuchi-sensei is making fun of herself, since the character design for Jadeite is very similar to a lot of her other male characters!) In this manga you really start to get a sense that Takeuchi-sensei knows exactly what she is doing. The characters just need to be developed, thus we have Casablanca Memory. In Casablanca Memory, which ran in Run Run magazine, we learn about Rei and why she hates boys. (This does not mean she is homosexual at all, this means that she just hates men.) We discover that her father is a politician who never really had time for her and her weak mother. Rei's mother died of a disease when Rei was young. He was so busy that he wasn't there when Rei's mother died (implied to say the very least). She was really, really mad at him. (and with justification, too) they don't talk that much anymore. Thus she hates men.
That's why she lives with her maternal grandfather who in the manga is much wiser than he clean shaven counterpart. (though he did make a comment about looking at nice girls in the first series.)
The Dream Manga (for convenience sake)
In this series we don't learn that much more about her. All we do learn is that according to the exam battle she doesn't fart during meditation. She's also sarcastic. It does develop and spring off of the psychic idea and the idea that the Sailor Soldiers knew instinctively that they were destined to be Sailor Soldiers. It tells how she met her crows, Phobos and Deimos, as well as she knew who Phobos and Deimos were the moment she saw them. Phobos and Deimos become human in this series too, and I will do a profile on them! ^_^
The Stars Manga (for convenience sake)
In this series Rei gets developed a bit more. You learn that she and Takeuchi-sensei know what the death card mean.. uhh I mean to say that you learn that Rei can read Tarot cards. When her grandpa dies and Phobos and Deimos die, she gets mad, she kills the enemy Sailor Lead Crow, and then Galaxia came and killed her and Minako. She felt she would die.. (BTW, the Death card also means extreme change or endings, which ironically is what happened, ne? the end of the series of Sailormoon. ^.~)
Anime:
The background information on how she ends up living at the Shrine is not explained at all. Other than that the history is pretty much the same. She has been living at the Shrine all her life, though she doesn't want to run the shrine.
Personality:
Manga:
The spiritual guide of the senshi, she has the power to predict the future. This little pyro is neat. She has an extra attack that she had even before she was a senshi. Phobos and Deimos protect her! Sarcastic in the manga, she has a lot more grace and beauty there. She gets Hot tempered a lot in either case and is described as stubborn and cunning. (fits with astrology)
They fight (according to Takeuchi-sensei herself) because Rei has a hot temper and Usagi is a crybaby anything else is an interpretation by fans. No matter how much they fight they both know that they have each other's backs.
She hates boys and doesn't ever want to marry because she doesn't want her kids unhappy as she was. She prefers her grandpa to her rich politician father because she likes the peace and doesn't get along with her dad too well. She was her mother's girl.
She goes to a catholic school which is why you see her wearing a cross in the pic above.
Anime:
Boastful and sometimes arrogant in the anime, she knows her goals and goes for them.
It's natural that she should fight with Usagi in the anime. She doesn't like her flakiness (Aries doesn't get along with Cancer too well in astrology terms). She loves Usagi as a friend. (You fan fic sickos know this is true).
NA Dub
There weren't that many changes made to Raye's character from being Rei. The only thing to note is that the voicing tends to be more breathy than that of Tomizawa-san (for both voices, so I'm guessing this has to do with voice direction). This can give Raye a bit more of a arrogant feel than Rei. But since Rei's character is very apparent, for the most part, it's not a bit change from Rei to Raye. Both voices for Raye are able to show a great amount of concern when needed. They can show Raye as a serious character as much as putting down Serena, which is equal to that of Rei.
So Raye is only a bit more arrogant than Rei. Thus she can seem a bit more bossy, and doesn't seem to balance out concern with her arrogance.

PGSM
Rei doesn't open up to the others very quickly, and prefers at first to go it alone as a senshi. When she does accept the others, she takes on a very serious leader role. She is essentially the same Rei, but her status as 'sub-leader' is played with a bit more. She becomes a sort of apprentice of Sailor Venus for a brief time, until Rei becomes frustrated at Minako for other reasons.
She, more than the other senshi, reject her past life's mission. She still fights, but only for the present day and not to fulfill the past's lost battles. She is very head-strong and opinionated. She dislikes boys and thinks they are a waste of time (like the manga). Her personality is very close to the manga, but changed slightly towards the end as her relationship with Minako hits its plateau. When Venus dies, Rei is emotionally smashed, but takes on the position of being the leader. She also represents Minako in the final battle by using her Sailor Star Tambourine to create one of her swords.
I suppose the best way to describe Rei is like a fire- she is bright, and steady, seeming to never falter but can flare up at any moment with emotion and passion. Rei comes across as cold and distant, but becomes fierce when she lets her friends in and defends them with all her energy.
Why She is So Cool!:
Hey, who wouldn't like to be a miko? I'd love to have strange powers and se the future. This character is also based on a REAL miko. I mean none of this fake stuff. She also has two wonderful crows that protect her like Luna does for Usagi. (The god Mars's sigils include vultures. Since Rei's are crows and they are common and both are scavenger birds that explains the invention of Phobos and Deimos.) Twin crows that turn human in the manga Volume 12. She has the sight of the future too!
