History:
Black Moon Manga Series (for convenience sake)
A lonely, sad soul guarding the gates of time, we are introduced to this green haired beauty smiling softly. She knows pain and anguish, she knows things that she wishes she could tell but can't. She's not as strong as her later self, but she is self-sacrificing, and has a good heart though it's shadowed by loneliness.
In this series Pluto sacrifices herself to save the universe, and in this she saves not only the universe but the soul of Small Lady. The history is not looked into any further except that she is put into a deep sleep in Crystal Palace to seek the peace she always wanted.
Infinity Manga (for convenience sake)
She comes back, taller, stronger, and with ginger colored hair.. O_o; Also her hair style has changed. She is a bit taller than Haruka even! The sad look you found in her eyes previously has disappeared somewhat. You learn from this that she won't tell anything that would endanger the future. She is also distant like the other outers. She takes leadership of the Senshi from the Outer Solar System so they can find Sailor Saturn, who they believe is the Sovern of Silence, and kill her before the world is destroyed.
The Dream Manga (for convenience sake)
Hotaru is a healthy, happy little girl who doesn't remember anything about her time as Sailor Saturn or Mistress 9. Setsuna is also happy since she finally has peace, even if she can't transform. But in this series Hotaru does reawaken and takes the leadership role away from Pluto. After that Pluto sort of fades.
The Stars Manga (for convenience sake)
Uhh... she dies putting up a barrier against future invasions, so the barrier was never complete. Her history as Sailor Pluto in the Moon Kingdom is revealed even more than the other senshi. It was apparently Queen Selenity who gave them the castles. Also Queen Selenity who told her the important rules. Don't worry she does come back..
Anime:
Honestly, she doesn't have as big a role in the anime. She does seem to play a bit of a bigger role in Super than she did in infinity, but overall her background and history is less than it is in the manga. Her role and duty aren't explained as much. There is no real explanation for what she exactly does at the Gates, besides guard it. It's never explained how she got the duty in the first place. The anime never really explains other things like what she does for a living, etc. Overall, Setsuna was pretty much ignored in the anime and left to be a mysterious character that was a friend of Chibiusa.

NA Dub
Sabrina tended to interpret Sailor Pluto as lonely, dutiful, and understanding. For the few lines that were voiced under her, she didn't deviate from the original Pluto that most fans know from the Japanese version.
Susan Aceron was not really studied that closely as a war raged on about Amara v. Haruka, and Michiru v. Michelle by the fans. Overall, her voicing was consistent. It did not shake, and she managed to show the character in whole. The voicing was missing some understanding of motivations, and sometimes came off a bit stiff, but for the most part, it is what is to be expected from Optimum voice direction and casting. Her voicing of the scene with Rini was not completely up to par... that changed the impression of Pluto a bit, as well as Trista.
Overall, not too shabby. Pluto pretty much stayed the same, though the core of Pluto was different, though probably not noticeable to the average fan.
Why She is So Cool!:
She has a strong sense of ethics. She knows her duty and sticks by it unless it is dire that she must help by stopping time. She also knows that she would have to sacrifice her life for it, yet she does it anyway. She knows the ways and workings of time and despite that she manages to not tell a word of what happens in the future. That means she can be trusted with secrets.
In the anime she is the only one with a sleeveless sailor fuku. (In the manga Ami has one too.) She dresses really well. Setsuna loves to sew, because of this Takeuchi-sensei must have thought extra hard on her clothes.
Who could dislike someone that is so nice as to give Small Lady a magical floating cat head toy that turns into anything that you desire. Hey Pluto, I want one too!
She also has a lot of brains and is very good on a computer and handling situations. That's probably why she's second in command to Hotaru! All that future knowledge must come in handy when you're fighting!
