Dark Kingdom Arc (for convenience sake):
Selenity was Queen of the Silver Millennium a long time before the first arc of Sailormoon begins. The story goes that Metallia influenced the people of the Earth, who were skeptical about the Moon Kingdom anyway, to start a war. Because her daughter Princess Serenity/Selenity was in love with the prince of the Earth, Prince Endymion. When the war escalated prince Endymion protected the princess and was killed. The princess was so devastated she killed herself with grief. To give her daughter a new chance, Queen Selenity prayed to the ginzuishou but in her grief she did not kill the threat of Queen Metallia completely.
The first time we see Queen Selenity she is a tiny computer projected image, about the size of a faerie who explains what happened in those times to Sailormoon. The computer powers down before Sailormoon is satisfied talking to her.
After the battle with Queen Metallia is over, we see Queen Selenity again who grants Usagi a new brooch with a place in it for the silver crystal and tells her she can inherit the Moon Kingdom and a new Silver Millennium. But Usagi says she'd rather just live on Earth as a normal girl.
Black Moon Arc (for convenience Sake):
Not a lot of development for Queen Selenity here, but we do find out that she gave Pluto the sacred duty of guarding the gates in this arc.
The Infinity Manga (for convenience sake):
No new knowledge of Queen Selenity is revealed in this arc, most of the new information is based on the Senshi of the Outer Solar System.
The Dream Manga (for convenience sake):
We learn that Nehelenia's Dead Moon is like a mirror image of the Moon Kingdom. Also, it goes into the details of Princess Selenity's birth and the 'uninvited guest' Nehelenia. Queen Selenity tells Princess Selenity in this arc to not be afraid of the other side of the mirror, also.
The Stars Manga (for convenience sake):
No new information is revealed about Queen Selenity in this arc. There are just too many new characters.
Anime:
Aside from the first season of the show, which keeps fairly close to the original storyline, Queen Selenity isn't given much of a part. Her parts in the Black Moon arc isn't delved into. Briefly they mention her again in the Dead Moon arc in connection with Queen Nehelenia.
Personality:
Manga:
Caring and fair as a ruler, but she delegates tough responsibilities and directs the senshi into doing things that may be difficult (such as giving Pluto the lonely task of guarding the gates of time and giving her the three Taboos). As a mother, Queen Selenity is loving but not overbearing and cares for her daughter deeply.
Anime:
The anime left out all of the stuff about her being a strong hearted 'general' type and focused on her martyrdom. She is just a mother who loves her daughter enough to revive her, even if it means giving up her own life.
NA Dub
She stuck close to the original anime. Again, not too much is revealed about this character.
Why She is So Cool!:
She sacrificed her life to save her daughter and to give her a new chance. Now that's compassion.
