History:
First Sailormoon Manga Series (for convenience sake)
She appeared at Minato-ku Juuban Junior High school taller than anyone else in a strange uniform that wasn't the school's. She was dubbed a bully and someone that you didn't want to know. Everyone originally thought her wavy hair was a perm. She did not seem warm and friendly, she seemed moor like the cool distant type.
Later Usagi approached her and they started talking. By the end of the act she appeared in, she was both friends with Usagi and also a Sailor soldier, sincere and loyal to Usagi. It was revealed that she left because her senpai dumped her. (Senpai no Makoto ga baka desu!) then she felt an obligation to come to Juuban and found her Princess. In this series she doesn't grow much more than that.
Black Moon Manga Series (for convenience sake)
Yay! She gets a cute boy that looks up to her.. I think it's cute! Asanuma is really sweet and seems like he has a crush on his senpai. *insert awwww here* Anyway here we find out more about her girl side. (see personality for details on that) She gets filled out more as a person in similar ways to the other senshi. She also gets new attacks and we find out that she has an electric constitution.. so she's allergic to electrical storms and black outs. Though it should be noted that this idea was dropped later...
Infinity Manga (for convenience sake)
Like the other the Senshi from the Inner Solar System her character development was pretty static for this series as the focus went to the Senshi from the Outer Solar System more and establishing who they were, what they liked, etc. Little to no character development for poor Makoto here.
The Dream Manga (for convenience sake)
Makoto got into High School in this series, and the lack of character development is made up for in a large amount. You get to see more of her girlish side as well as her inner thoughts and dreams. You learn about her parents who died in a car crash and you get a closer feeling of her heart. Since her history is added, this series is very significant for understanding her. Her exam battle is especially important, and it is where you learn that she's not that great at grades. (This is something Sagittarius is supposed to be known for.)
The Stars Manga (for convenience sake)
The Stars manga for the characters was fractured as Takeuchi-sensei decided that more characters was the way to go. Unfortunately, this meant that Makoto was destroyed by the enemy pretty much right away, for the sake of Usagi's heart showing. The character development and what we find out about the character wasn't revealed in this manga series.
Anime:
Makoto in the anime is more likely to bash heads and go in head first than think it out. She also tends to be less girlish, and more passionate about things. Her history is pretty much the same. Her parents still died in a plane crash, and she still lives alone, however, the anime also expands on her past a little more than the manga (specifically as to who her Senpai was and looked like.)

Manga:
The head in first before thinking girl... this is how we first think of Makoto. Makoto is always thought to be tough, with an outer shell that doesn't take any sort of abuse. She is fiercely loyal and very sincere.
However, if you take a minute to look further, you can see that she isn't like that always. She dreams about her senpai, the one that she liked so much when she was in her other school. She talks about him with much affection, but understanding.
She also is very feminine in the manga. Unlike, Minako in the manga, Makoto is very feminine. She cooks, tries to sew a lot, and will do anything she can to seem more female. Though she is not too good at school (like most Sagittarians are.)
Anime:
Makoto is similar to her manga counterpart in the anime.
NA Dub
For the most part, Lita and Makoto are pretty much the same. The only minor differences are that Lita doesn't seem as much of a big sister type as Makoto. Though she is there, she doesn't seem to be one to lean on as much, and rather is more of the confident, strong-headed type. (as in charge-in). This is more consistent with the American archetype of a strong girl. The search for femininity was also downplayed a bit in the voicing (I'm strongly suspecting the script writers, rather than the voicing itself, or the voice direction.).
Makoto's short misunderstanding in sexuality, skewed her image a little when she was dubbed into Lita, but for the most part Makoto and Lita are similar.

Why She is So Cool!:
She doesn't stand around for hours trying to debate whether she should plunge in. She takes the decision and thinks that she should go! A girl of definite action! To add to that she can cook. (she's gentler in the manga, more "feminine") If you like tomboys it probably be more likely that you'd like Mina better in the manga.
